LO basically CAN NOT handle pictures.

1)Insert a picture 
2)Set anchor as character (so that afterward you can enter and you have a nice chain of text - picture - text )
3)Resize manually by pulling the right below corner and make it smaller (or any technique)
4)Press enter
5)Your new paragraph is misplaced, as if the picture would not have been resized
