Steps to reproduce:
1. Import image
2. Click on the image to select it (corner and middle resize handles appear)
3. Drag the corner handle
4. Image ratio not kept

The only way to keep the image ratio is to press and hold the shift key and drag any handle.
However, the user usually wants to keep the image ratio, so it would probably be better to reverse that behavior.

No, it applicable only for fotos where present people. In all other situations ratio is no matter.

However, adding ability to LO for adjusting default behaviour in such situation may greatly improve productivity of users.

I agree, at least one corner should be used to keep the ratio if you grab on it. Marking as a NEW (confirmed)

What do you mean by this? I would estimate ratio is important for images in nearly every case.

+1 for this feature change!

This useful behavior (similar to MS Word etc.) has been requested for a long time, see for example https://issues.apache.org/ooo/show_bug.cgi?id=85451 for example (from 2008).
