When writing an RTL document, and using a multi-column index or table of contents, you obviously need that ToC or Index to have a RTL column layout, i.e. content begins on the rightmost column and continues leftwards. I was flabbergasted today when told (on IRC) that, apparently, there is simply no support for that right now. Note that this should also have been a mjaor failure in importing MS-Word documents - but those don't seem to have a ToC imported that well to begin with. Please fix this ASAP - I need a two-column ToC :-(
So more comments: * This has likely been like the situation since forever, but perhaps someone more knowledgeable should double-check. * Note that the paragraphs within the LTR-column-layout are fine - they are valid columns.

Perhaps it's confusing you that within each column, the paragraph direction is RTL; that's not the problem. When I copy-and-paste like you suggested, I just get text, and nothing that's multi-column, so I don't see how that's relevant.

Well, regardless of reproducing your example - the issue stands, as I've explained. Also, in the attached file - how do you make the ToC columns go left-to-right rather than right-to-left?

It is _not_ about paragraph directions, it is about column progression direction, which is entirely independent of paragraph directions.
