Description:
Track changes registers 'blocks' of changes while editing, after save and reload 2 remain

Steps to Reproduce:
1. Open the attached file
2. Place cursor after 'vie' (red)
3. Press SHIFT+ARROW UP (3x)
4. Backspace (3x)
5. Press SHIFT+ARROW UP (6x)
6. Backspace
7. Press SHIFT+arrow UP (1x)
8. Backspace
9. Shift arrow up
10. Backspace
11. Backspace (2x)
12. Edit -> Track Changes -> Manage -> Count the entry's
13. Close dialog
14. Save
15. File -> Reload
16. Edit -> Track Changes -> Manage -> Count the entry's


Actual Results:
Separate Entry's vanish on save (apparently merged together)

Expected Results:
Keep blocks as is?


Reproducible: Always


User Profile Reset: No

I can't confirm with

Could you please try to reproduce it with the latest version of LibreOffice from https://www.libreoffice.org/download/libreoffice-fresh/ ? I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the bug is still present in the latest version. Change to RESOLVED WORKSFORME, if the problem went away.

I can see two entries before and after save and reload.

Before save & reload you have 8 individual entry's in track change manage changes window, after save and reload only 3 remain. So quite a number of separate entry's disappear (get merged) with save.
