Description:
Relative cells don't auto update properly when the source cell is changed.

To replicate the problem do the following:
1.  Enter 1 into cell A1
2.  Pull down the lower right corner of cell A1 to do a series fill to fill 10 cells.
3.  Enter 120 in cell B1.  Enter =b1 in cell B3.
4.  Copy cell B3 & paste it into cells B4 through B10
5.  Enter =b1/a1 in cell C1
6.  Copy cell C1 & paste it into cells C2 through C10
7.  Change the value in B1 to 125 & press enter key

Notice cells B2 & B3 will only be updated to 125.  Cells B4 through B10 will not get auto updated as they should.  Also notice, that the caluation results of cells C4 through C10 are also not updated because cells B4 through B10 were not updated.

Why is that auto update capability not working in the spreadsheet?  It makes me seriously consider whether or not more complex spreadsheets are not providing me with accurate results when I make changes to input cells.

Can you fix this?

As seen on the bug 137248 page (which is the main bug, duplicate of which this one is marked), it was resolved in versions 7.1.0 and 7.0.3 ("target" in whiteboard, and commit notifications in comments); and the mentioned commit notifications link to the code changes that you may check for "what was the fix".

The release plan [1], together with the target version information in the bug, will help to answer the "when can I apply it". The "how" part is described on the related Get Help / Installation Instructions / Windows [2], which is available as "How do I install LibreOffice?" link on download page [3].
