Steps to Reproduce:
1. Open the attached file
2. Reject all -> This is expected
3. Undo or file reload
4. Delete 1 or 2 table rows of main table or embedded


Actual Results:
Content drops out of track changes

Expected Results:
I don't see why

I repro - the empty paragraphs in the table cells are no longer shown as tracked. Already in 3.3.0

This is basically bug 60382 - table changes are not change tracked.

Addition of a new table is recorded, that's in the example file, but inserting / deleting rows or doing anything with the commands on the Table toolbar is not.
