It is not special for Fontwork, but happens with other shapes as well.

Dragging the anchor of a "to character" anchored shape works unreliable. Expected behavior: The shape follows, when the anchor is moved. That works only sometimes, if the move is inside one page. And works totally faulty, when the move goes to a different page.
