Some Help pages are long and requires many key strokes, mouse wheel roll, or page up to get to the top.

An icon in the bottom with a command to scroll to the top is nice to have.

Many pages in TDF websites have such icon.

I’ve always questioned the usefulness of such additions to web pages, when your computer keyboard already has Home and End keys, which do exactly what you want: go to the top or the bottom of the page.

It is true. I believe studies show that normal users understand scrolling pretty well.

I haven't seen these "scroll to top" icons in recent webpages.

IMO this may not be worth implementing, specially because the user can resort to the Home/End keys (as pointed out by Adolfo Jayme).
