Open Calc
Change Number Format to Text
Change it to General

Issue: Decimal places numeric updown is empty (no 0)

it only happens when the value is set to 0 and then changed to General.

"General" format has no value as decimal places, because it is adapted to the value of the cell. See bug 44399
